PROBLEM TO BE SOLVED: To provide a production planning system, capable of optimizing the operation system and production schedule of a production system including a plurality of production lines according to demands.

SOLUTION: A CPU 18 changes the assignment priority of operation system of each production resource group 2 and/or production schedule of each product according to load of each production resource group 2 and/or delivery delay of each product by functioning as an initial production plan evaluation means 22 to re-create a production plan. According to this, the operation system and production schedule of the production line including a plurality of production lines can be optimized according to demands while suppressing excessive setting of shiftwork or overtime work.
