PROBLEM TO BE SOLVED: To enable an urgent broadcast to be delivered even from a remote site through a simple configuration using existing broadcasting equipment. SOLUTION: A control console controller is equipped with a control input terminal through which control console controlling signals are inputted from a radio portable terminal, a switching means which is operated by the control console controlling signals inputted into the control input terminal, a mixing means through which voice signals are inputted from the radio portable terminal, a voice input terminal through which voice signals are inputted from the broadcasting equipment, and a first control output terminal which outputs broadcast controlling signals to the broadcasting equipment.
