PROBLEM TO BE SOLVED: To provide a dividing method of a mobile communication network which reduces a network load by generating an excellent network dividing diagram. SOLUTION: A step of executing one of a plurality of network dividing algorithms and generating a subsequent dividing diagram, a step of respectively generating function values corresponding to an initial dividing diagram and a subsequent dividing diagram based on a target function, and a step of selecting an excellent one within the initial dividing diagram and the subsequent dividing diagram on the basis of the function values corresponding to the initial dividing diagram and the subsequent dividing diagram, are executed to a mobile communication network having the initial dividing diagram, and a network load is reduced by generating an excellent network dividing diagram in terms of system.
