PROBLEM TO BE SOLVED: To provide a vibration damping device, a building support structure, and a building with the vibration damping device capable of absorbing seismic energy to dissipate the energy without expensive equipment such as a base isolating device. SOLUTION: The vibration damping device A is composed of a tension member 1, an introduced tension holding member 2 and a connecting member 3 and constituted to apply tensile force always to the tension member 1 when horizontal force by an earthquake is applied to the vibration damping device A. Introduced tension is applied beforehand to the tension member 1. Compressive force which is the reaction thereby offsets and absorbs the tensile force applied by the earthquake.
