A sustained release thermal controlling non-aqueous cosmetic composition is provided to be able to control the temperature of skin for more than certain period when being applied to the skin in the form of a mask, thereby improving the skin permeation rate of effective ingredients and increasing the effect of skin soothing and pore minimizing. The non-aqueous cosmetic composition showing continuous cool feeling or hot feeling when being applied to skin comprises 0.5-50 wt.% of a plurality of thermal controlling materials having a particle diameter of 10-10,000 micrometers, which reacts with water or oxygen to absorb or generate heat, wherein a portion of the thermal controlling materials has a sustained release coating layer on the surface thereof. The mask consists of the non-aqueous cosmetic composition and a sheet containing the cosmetic composition.
