PROBLEM TO BE SOLVED: To improve a tablet counting and monitoring apparatus so that the image of a package end part clearly appears in image pickup data 50 even without a mark on packaging paper 10 in order to improve the detection accuracy of the end part of a package 11. SOLUTION: A lighting device 42 and an imaging device 41 are arranged facing each other separately on both sides of an imaging range 40 on the transfer path of transfer mechanisms 31 and 33, the lighting device 42 is provided with a scattering surface lighting part 43, a back ground image forming means 45 for generating a background image which can be discriminated from the surface lighting part in the imaging data 50 taken without placing anything in the imaging range 40 is provided. When extracting a tablet image area 52 from the image pickup data 50 in an image processing means 20, the tablet image area 52 is defined on the basis of the see-through image 51 of the background image forming means 45 appearing in the heat seal part 14 of the package 11.
