A foldable banner hanging stand and a banner hanging device are provided to minimize a frictional force between first and second links by using a rail support roller and a frame support roller. A foldable banner hanging stand includes left and right frames, a movable member(40) inserted in both frames, and a stand(10) coupled to the movable member at one side thereof. A first link(21) consisting of a wire is connected between a center shaft(22) of the lower stand and one end of the upper stand in such a way that the first link is connected from the lowermost stand to the uppermost stand in order. A second link(20) consisting of a wire is parallel to the first link, and is connected from the lowermost stand to the uppermost stand in order.
