<p><P>PROBLEM TO BE SOLVED: To manage the traffic volume of information signals transmitted/received during communication for each connection path. <P>SOLUTION: A communication apparatus 400A belongs to a first virtual network. A second virtual network is constructed between the communication apparatus 400A and a router R100. The communication apparatus 400A utilizes the first virtual network when communicating with a communication apparatus 400B, and utilizes the second virtual network when communicating via a communication network B. The router R100 transmits an information signal received from the communication apparatus 400A to the communication network B via the second virtual network and transmits an information signal received from the communication network B to the communication apparatus 400A via the second virtual network. An accommodation switch 500-A records the traffic volume transmitted/received by the communication apparatus 400A.
