A sound insulation panel between floors of a building and a manufacturing method thereof are provided to minimally reduce noise between the floors by a buffer and sound insulation projection formed on the bottom side of the sound insulation panel and sound insulation grooves formed on a bonded face of first and second members. The sound insulation panel between floors of a building is composed of a first member(10) made of lightweight styrofoam and provided with a buffer and sound insulation structure(11) formed at the underside and a second member(20) stacked on the upper surface of the first member, made of styrofoam with specific gravity greater than the first member, and provided with sound insulation grooves(21) formed at the underside in contact with the first member.
