PROBLEM TO BE SOLVED: To provide a water-shielding material and a waste reclamation facility being easy to form and capable of retaining a barrier over a long period from the beginning and having gas permeability. SOLUTION: The water-shielding material 11 is arranged around waste to prevent invasion of ground water in the foundation and consists of a clay material 12 whose clearance is saturated with a hydrophobic material 13. Since the clearance of the clay material 12 is saturated with the hydrophobic material 13, the water-shielding material 11 exerts a shielding effect against water invading from the outside, resulting in an ultra-shielding effect. Since the hydrophobic material 13 translocates minutely under gas pressure in the clearance, the gas permeability is increased. COPYRIGHT: (C)2007,JPO&INPIT
