<p><P>PROBLEM TO BE SOLVED: To reduce quality degradation accompanying editing in a conventional technique in a video information editing device for connecting a plurality of scenes segmented from video information and generating new video information. <P>SOLUTION: In specifying a first picture belonging to a first GOP and a second picture belonging to a second GOP and turning the second and succeeding pictures to the following pictures of the first picture, the correlation value of the first picture and the second picture is obtained, and whether or not it is a threshold or higher is judged. When it is the threshold or higher, the second picture is re-encoded by an inter-code so as to belong to the first GOP.
