PROBLEM TO BE SOLVED: To provide an image processing technique, capable of evaluating local deterioration in image quality, such as a dog-eared or bent sheet of paper, on the basis of the result of character recognition. SOLUTION: The image processing apparatus is provided with an image storage means for storing an image; image dividing means for dividing the image stored in the image storage means into a plurality of partial images; character-recognizing means for performing character recognition processing for each of the plurality of partial images divided by the image-dividing means; character recognition rate acquiring means for acquiring a character recognition rate in each of the plurality of partial images; image quality evaluating means for calculating the parameter indicating the image quality of the image, on the basis of the character recognition rate acquired by the character recognition rate acquiring means; and an output means for outputting the result of evaluation by the image quality evaluating means.
