<P>PROBLEM TO BE SOLVED: To provide a sheath packing device and a sheath packing method capable of efficiently packing green chips into a sheath without damaging the green chips without manpower. <P>SOLUTION: This sheath packing device 1 for green chips comprises a loading plate 31, a pair of holding plates 41, a loading plate moving portion 30, a holding plate moving portion 42, a reversing portion 43 and a sheath moving portion 50. The pair of holding plates 41 is elastically deformable at their faces opposite to each other. The loading plate moving portion 30 reciprocates the loading plate 31 between a position A1 and a position A2. The holding plate moving portion 42 reciprocates the holding plate 41 between a position B1 and a position B2. The reversing portion 43 reverses the holding plate 41 on an axis in parallel with the opposite face of the holding plate 41 to switch the positions to each other.
