PROBLEM TO BE SOLVED: To provide a system and a method of global adaptive deinterlacing for reducing scintillation artifact and feathering artifact. SOLUTION: A threshold of a MADI local motion quantizer is adaptively controlled according to a level of global motion in a video sequence, so that scintillation artifact and feathering artifact are minimized when a field is deinterlaced. A set of "scenarios" of global motion is defined for the purpose of classifying fields, and many global motion indicators are used for detecting a scenario of different global motion in a field unit.
