PROBLEM TO BE SOLVED: To provide a discrimination system for newly installed software discriminating existence/nonexistence, and use/nonuse of software newly installed by a user. SOLUTION: The discrimination system for newly installed software is provided with a detecting means for detecting execution format files and acquiring file information at each point of time of before use, during use, and after use of a computer, a storing means for recording the file information acquired by the detecting means as before use information, log information, and after use information, and a discriminating means for mutually comparing the pieces of file information from the detection means to carry out discrimination in regard to existence/nonexistence, and use/nonuse of the newly installed software. At each point of time of before use, during use, and after use of the computer by the user, the file information of the execution form file is acquired from a hard disk of the computer connected or not connected to a network, and the existence/nonexistence, and use/nonuse of newly installed software is discriminated by carrying out mutual comparison.
