PROBLEM TO BE SOLVED: To provide a toner supply roller which is stable in the properties to supply and scrap toner to and from a developing roller with which the toner supply roller is brought into contact, and which prevents the lack and partial hardness change of the roller surface from occurring, and to provide the toner supply roller which obviates loading of the toner on the roller surface and substantially prevents the occurrence of the agglomeration and adhesion of the toner on the developing roller. SOLUTION: The toner supply roller comprising a core bar and a foamed elastic body layer formed of the outer circumference of the core bar is characterized in that the (arbitrary) section orthogonal to the longitudinal direction of the core bar of the foamed elastic body layer is roughly in a gear shape and that the gear shape is offset in an arbitrary circumferential direction for every arbitrarily recognizable width in the longitudinal direction of the core bar.
