PROBLEM TO BE SOLVED: To improve idling speed control performance in a low region of an excess air ratio in a diesel engine. SOLUTION: In a high region of the excess air ratio, the fuel injection quantity becomes dominant over torque. The fuel injection quantity is thereby feedback-controlled so that engine speed coincides with target idling speed. In the low region of the excess air ratio, torque sensitivity of the fuel injection quantity is reduced. Combustion start timing is thereby feedback-controlled so that the engine speed coincides with the target idling speed.
