PROBLEM TO BE SOLVED: To provide a device to develop the environment of a planet and/or satellite automatically, efficiently, well planned, and systematically and provide a method of using it. SOLUTION: A large-sized electronic computer of an earth control system, a base network, a reflection base network, a fabrication line network are configured being cover by one network when possibility is established that a base series group as one major constitution of a protection device (Pat.No. 2906165) developed as one means to solve the problems in near future and thereafter, a reflection base series group, its fabrication equipment, etc. are made use of interactively with the development of other planet and/or satellite. The foundation to enable the protection of the earth environment and development of other planets automatically, efficiently, well planned, and systematically is developed and used as one means to establish the technique in near future and thereafter.
