<P>PROBLEM TO BE SOLVED: To provide a piezoelectric actuator which is difficult to be short-circuited even under a highly humid environment, and a liquid discharging device using it. <P>SOLUTION: In the piezoelectric actuator 1, internal electrodes are provided inside a piezoelectric ceramic layer 2, while surface electrodes 3 containing silver are provided on the surface of the piezoelectric ceramic layer 2. The internal electrodes are electrically connected to surface connectors 4 provided on the surface of the piezoelectric ceramic layer. A drive voltage is applied between the surface connectors 4 and surface electrodes 3.
