Whether or not there is a need of preparing for the resumption of an attack is judged by judging whether there exists a network attack combating device that, when an attack is stopped, stops an attack combating and at this time is positioned closer to the attacker than an own network attack combating device to make an attack combating in collaboration or a network attack combating device that is preparing for the resumption of an attack. When no need of preparing for the resumption of an attack is judged by this judgment, information about that attack is deleted and a normal condition is restored, and, when a need of preparing for the resumption of an attack is judged, information about that attack is not deleted to thereby prepare for the resumption of the attack.
