PROBLEM TO BE SOLVED: To provide a suitable manufacturing method for a panel with which a distance between substrates is not easily changed by external force and as a result, to provide the panel suitable in use for a display device and a light modulation device. SOLUTION: The manufacturing method of the panel for the light modulation device in which, between a pair of substrates, a spacer for defining the distance between the substrates is provided, comprises steps of; arranging a resin spacer 3 including organic polymeric materials on one substrate 1 of the pair of substrates; providing a resin film 4 including the organic polymeric materials for constituting the spacer on the resin spacer 3; and hardening the resin film 4 by providing the other substrate 2 on the resin film.
