PROBLEM TO BE SOLVED: To provide a method of obtaining a neem extract which is safe without skin sensitization and photosensitization and has low skin irritation without adversely affecting the efficacy of neem as such, and a low irritating cosmetic composition which contains the obtained neem extract and excels in beautification effect. SOLUTION: The method of obtaining the neem extract which is safe and has low skin irritation comprises subjecting a steam distillation residue of neem to solvent extraction. The low irritating cosmetic composition contains this neem extract. By this method, a high safety neem extract free of skin irritation such as skin sensitization and photosensitization can be obtained, and it does not damage the efficacy of melanism inhibition and histamine liberation inhibition which the neem extract obtained by the conventional method possesses.
