<P>PROBLEM TO BE SOLVED: To prevent cleaning failure by controlling the contact timing of a cleaner when the rotation movement of an intermediate transfer medium is resumed after its rotation movement is forcibly stopped in the course of a regular transfer sequence. <P>SOLUTION: When the rotation movement of an intermediate transfer belt 71 is resumed, the intermediate transfer belt 71 is allowed to move and come into contact with the cleaner 761 only in an area where the transfer inhibition section 714 (the section where toner is not held) of the surface of the intermediate transfer belt 71 is at a cleaning position Pc. This prevents the toner from sticking to the cleaner 761 until a toner image is completely cleaned off from the intermediate transfer belt 71 by the completion of a process initializing operation.
