<P>PROBLEM TO BE SOLVED: To provide a developing device in which a developer carrier can be stably coated with a developer for a long period even if the small-grain size nonmagnetic one-component developer is used, and the fusion of the developer to a developer layer thickness regulating member is averted and to provide an image forming apparatus. <P>SOLUTION: The amount of developer w1 per unit area carried on the developer carrier 9 at the time of image formation and the maximum value w2 of the amount of the developer per unit area carried on the developer carrier 9 at the time of non-image formation satisfy the relation w1<w2 without changing the setting of the developer layer thickness regulating member 11 at the time of image formation and non-image formation. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
