<P>PROBLEM TO BE SOLVED: To prevent a non-contact IC card from being disabled only by a response to an initial command from an external device for stabilizing a communication condition between the non-contact IC card and the external device and preventing occurrence of a problem of communication control. <P>SOLUTION: A voltage generated by a received radio wave is monitored and compared with a previously set voltage value allowing a normal operation. While the voltage value generated by the received radio wave does not reach the normal operation allowing voltage value, the non-contact IC card is prevented from performing initial response to an initial command from the external device, or the insufficiency of received electric power is notified to the external device as a response to the initial command. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
