PROBLEM TO BE SOLVED: To provide a device and a method for removing a DC offset precisely even when a signal is received through an inferior propagation environment. SOLUTION: A central region having a center at the half value of a maximum voltage of an A-D converter 102 is determined and sample values having a first region selecting part 103 and a second region selecting part 106 falling within a central region are excluded. A first averaging section 104 determines the first average value of samples exceeding a predetermined range, a second averaging section 107 determines the second average value of samples lower than the central region, and an offset calculating section 109 calculates a DC offset using a central value determined by the first and the second average values.
