<p><P>PROBLEM TO BE SOLVED: To provide a lottery sheet capable of simply opening a lottery, being easily handled, and being simply manufactured, and a method for manufacturing the lottery sheet. <P>SOLUTION: The lottery sheet 10 is manufactured by the following steps. A first laminating sheet 12 is stuck by pressure to a first paper 11 to manufacture a base sheet 13, and an inserting opening part 14 into which a finger can be inserted is formed on the base sheet 13. A second laminating sheet 16 is stuck by pressure to a second paper 15 to manufacture a cover sheet 17, and the second laminating sheet 16 is releasably stuck by heating and pressing on the first laminating sheet 12 of the base sheet 13. A lottery piece 20 which can be cut off from the cover sheet 17 is formed by providing a micro-perforation 18 into the cover sheet 17, and an opening part 21 to which parts 20a of respective lottery pieces 20 face is formed.
