PROBLEM TO BE SOLVED: To provide an IP phone access system whereby use of 0AB to J numbers in excess of a geographical identification area are prevented and the same phone number shift from an existing fixed phone to an IP phone can economically be executed. SOLUTION: An address management table cross-referencing LLIDs and IP addresses of IP phones is provided in ONUs 3-1 to 3-n, and 4-1 to 4-n, the ID management table of the LLIDs of the ONUs 3-1 to 3-n, and 4-1 to 4-n accommodated in OLTs 7, 8 is provided into the OLTs 7, 8, and a subscriber number management table cross-referencing the OLTIDs, the LLIDs, the IP addresses and subscriber numbers is provided in the server 9 of an IP network 100. The ONUs 3-1 to 3-n, and 4-1 to 4-n extract and store IP packets transmitted from the IP phone to the server 9, collate the address of the IP packet with an IP address transmitted / received thereafter, and reports abnormality notice to the server 9 when the collated result indicates non-coincidence.
