PROBLEM TO BE SOLVED: To provide a video signal processing device that can make efficient offset adjustment or gain adjustment of an A/D converter and further perform video display of high picture quality, and a video signal processing method. SOLUTION: The video signal processing device is equipped with the A/D converter 18 which digitizes an analog video signal, an integrating circuit 19 which integrates the digitized video signal within a specified integration range, a video display unit 14 which performs video display on the basis of the integration output, and a control section 20 which corrects an offset when a signal for offset adjustment is inputted so that the difference between the integration value of the integrating circuit 19 and a previously set value is eliminated and decides that the offset adjustment is completed on the basis of the number of times the corrected offset value enters a range obtained by adding a specified error to a prescribed value.
