PROBLEM TO BE SOLVED: To provide an LSI design system and LSI design program that can improve development efficiency of the LSI and can improve the quality of the design work and the developed LSI. SOLUTION: Each of a plurality of IPs 15 has an IP constraint information CON-IP indicating the design constraint used for verification of the LSI design. A system configuration section 20 generates a system net list NL-SYS as a net list of a system level determined by the plurality of combined IPs 15. A system constraint information generating section 30, based on the system net list NL-SYS and a plurality of IP constraint information CON-IPs possessed by the respective plurality of IPs 15, generates a system constraint information CON-SYS indicating the design constraint of the system level depending on the combination of the plurality of combined IPs 15.
