PROBLEM TO BE SOLVED: To achieve packed wet towels having high exposure effect of advertisement. SOLUTION: Sheet material S is folded so as to form an overlapped joining part 1 and to form a cylindrical shape having two-face structure having a front face and a back face, and an opening end of a cylinder is joined so as to manufacture a pillow-like packaging bag, in which a towel P is stored as the packed wet towel. An easy unsealing means 4 is provided near the overlapped joining part for forming a tearing part in full length by breaking the packaging bag.
