PROBLEM TO BE SOLVED: To provide a recording and reproducing device for facilitating the editing, retrieval and arrangement of a moving picture, a still picture and the like recorded by a user, its recording and reproducing method, program and recording medium. SOLUTION: This recording and reproducing device such as a video camera which uses random access media represented by a hard disk recording both moving picture video and still picture video, has a means for recording moving picture data as a file, a means for recording still picture data as a file, and a means for generating and recording still picture data associated with a specific part of the moving picture data and associated information.
