PROBLEM TO BE SOLVED: To provide a license management device capable of simplifying license management. SOLUTION: A license information generation means 206 generates one or more pieces of license information based on user information 201 received by a receipt means 205 and respective information about a program ID 202 and a device ID 203, and a license file generation means 207 generates one license file by integrating one or more pieces of license information generated by the license information generation mean 206.
