1. A mixture for treating plants, characterised in that it consists of: (a) an exogenous chemical substance, namely a herbicide selected from the following group: acetanilides, bipyridils, cyclohexenones, dinitroanilines, diphenylethers, fatty acids, hydroxybenzonitriles, imidazolinone, phenoxy compounds, phenoxypropionates, basic carbamides, sulphonylcarbamides, thiocarbamates and triazines. (b) the first excipient, namely a propyl, isopropyl or butyl ester of a C12-18 fatty acid; and (c) the second excipient, namely an amphiphilic substance with the critical packing parameter above 1/3 or a mixture of such compounds with two hydrophobic groups, while each of them is a saturated alkyl or acyl chain with 8 to 22 atoms of carbon; the amphiphilic compound or a mixture of such compounds with two hydrophobic groups constitutes 40 to 100 percent by mass of the total mass of amphiphilic compounds with two hydrophobic groups, present in the substance which forms a liposome; the weight ration of the first excipient to the exogenous chemical substance is within the range between 1:3 and 1:100. 17. A method of treating plants, Characterised in that plant foliage is contacted with a biologically-effective amount of the mixture for treating plants, comprising: (a) an exogenous chemical substance, namely a herbicide selected from the following group: acetanilides, bipyridils, cyclohexenones, dinitroanilines, diphenylethers, fatty acids, hydroxybenzonitriles, imidazolinone, phenoxy compounds, phenoxypropionates, basic carbamides, sulphonylcarbamides, thiocarbamates and triazines; (b) the first excipient, namely a propyl, isopropyl or butyl ester of a C12-18 fatty acid; and (c) the second excipient, namely an amphiphilic substance with the critical packing parameter above 1/3 or a mixture of such compounds with two hydrophobic groups, while each of them is a saturated alkyl or acyl chain with 8 to 22 atoms of carbon; the amphiphilic compound or a mixture of such compounds with two hydrophobic groups constitutes 40 to 100 percent by mass of the total mass of amphiphilic compounds with two hydrophobic groups, present in the substance which forms a liposome; the weight ration of the first excipient to the exogenous chemical substance is within the range between 1:3 and 1:100.
