PROBLEM TO BE SOLVED: To accurately transmit position information of a specified site without displacement even if different map databases are used by transmitting and receiving sides. SOLUTION: In a device 100 at the transmitting side, configuration data containing the site corresponding to transmission object information is generated at a configuration data generating section 105 from transmission object information of the transmission object information database 103 and map data of the digital map database 101, while attribute information with nodes such as intersection in configuration data as a referring data is added to generate position referring information containing configuration data and attribute information at an attribute information setting unit 106. In a device 200 at the receiving side, based on received position referring information and map data from the digital map database 207, map-matching is performed in a map-matching section 205 to specify object road section, the position of reference point after map-matching is corrected using attribute information in a position correcting section 209, and then the position of corresponding site to transmission object information is corrected.
