<P>PROBLEM TO BE SOLVED: To provide a medical tubular instrument capable of preventing leakage of body fluid and cooling water from an endoscope insertion hole for safer treatment whether the endoscope is inserted or not, and an energy irradiation apparatus equipped with the same. <P>SOLUTION: The medical tubular instrument comprises an insertion part to be inserted into a living body, with a sealed distal end to structure a hollow cylindrical body in which cooling water circulates, an optical visual tube insertion tube into which an optical visual tube for observing the inside of the hollow cylindrical body is inserted, and an open/close valve mounted in an optical visual tube insertion hole of the optical visual tube insertion tube. The valve has an aperture which is open when the optical visual tube is inserted, and closed when the optical visual tube is not inserted.
