<p><P>PROBLEM TO BE SOLVED: To provide a compact and easily producible optical element, in which functional components, such as lens, mirror, diffraction grating, polarizer, and wavelength filter can be formed integrally, and various optical effects can be realized. <P>SOLUTION: An optical induction refractive index change area 72 is formed, by convergently irradiating an optical waveguide 71 of the optical element 70 with one pulse laser beam having energy quantity, capable of generating a change in an optical induction refractive index. Since refractive index is periodically changed in one direction in the optical induction refractive change area 72, only the fixed polarized light out of light propagated through an optical fiber 70 is transmitted through the optical induction refractive index change area 72.
