METHOD AND APPARATUS FOR SELECTING TRANSMISSION SYSTEM, BASED ON WIRELESS CHARACTERISTICS INFORMATION, ITS PROGRAM AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To improve the IP quality, without changing apparatus layout conditions at transmitting of IP packets to a terminal, utilizing a wireless LAN access.

SOLUTION: A radio IP quality estimating section 1 obtains an estimate of the radio IP quality from IP quality measured values collected from radio terminals and a base station and those collected from a sending terminal, and a transmission system application decider 2 decides the selection technique applications of the transmission system, based on the estimate of the IP quality in the radio section. A radio wave intensity deciding section 3 decides whether there are influences of other radio systems from statistic information of received radio wave intensities at the terminal; a number of retransmission times deciding section B presumes a radio characteristic deterioration pattern from statistic information of the number of retransmission times of radio frames received at the terminal; a system select section C selects a transmission system, providing IP to be of the best quality from the statistic information of received radio wave intensities; a system selector G selects a transmission system providing the IP to be the best quality from the statistical information of the number of retransmission times of radio frames received at the terminal; and system setting units F and H set up a selected packet transmission system for transmitting IP packets to the terminal.
