PROBLEM TO BE SOLVED: To provide a user authentication system, an information distribution server and a user authentication method capable of realizing simple and high-security-level user authentication without imposing an excessive load on a storage area of the management side of user authentication information. SOLUTION: When a cellular phone 10 inputs a user ID and a password in accessing a website for the first time, a web server 30 authenticates a user. Subsequently, the web server 30 adds user authentication information generated from the user ID inputted by the cellular phone 10 to a URL. The web server 30 can safely access the website by carrying out authentication based on the authentication information even if the user ID and the password are not inputted from the cellular phone 10.
