PROBLEM TO BE SOLVED: To obtain a system which can inexpensively provide local and short-term meteorological/oceanographic forecast data at high accuracy in real time. SOLUTION: Meteorological/oceanographic measurement apparatuses (11), GPS terminals (12), and vessel-mounted radio apparatuses (13) for transmitting the data obtained therefrom are mounted on a large number of vessels (1) sailing a coastal sea area. A centralized distribution center (2) on the land is provided with a central receiver (21), capable of receiving the data transmitted from the vessel-mounted radio apparatuses (13) of the large number of vessels; an arithmetic circuit (221) capable of calculating isobar data and so forth, on the basis of the received data; a storage device (222) capable of storing the calculated result; and a communication interface (223). Thus, it is constituted so that a user can download the desired meteorological/oceanographic data, the isobar data, and so forth, from the centralized distribution center (2), via a communication network (3).
