PROBLEM TO BE SOLVED: To zoom up motion images before and after a scene which a user wants to watch, centering a position which the user wants to watch, to make the images be high-quality images, and to make the images be smooth motion images even if the images are reproduced at an arbitrary reproducing speed. SOLUTION: A class code CL is acquired from data of tap corresponding to each pixel (target pixel) in a unit pixel block constituting Vout which is selectively taken out from Vin. A coefficient generator 138 generates coefficient data of each class to be used in calculating the data of the above target pixel on the basis of the coefficient classification data of each class, spatial parameters ph, pv and image quality parameters rh, rv of the above target pixel, and a frame phase value t. An operating circuit 127 operates the data of the target pixel using an estimation formula from data x<SB>i</SB>of the tap corresponding to the above target pixel and coefficient classification data W<SB>i</SB>read from a memory 134 by the class code CL.
