PROBLEM TO BE SOLVED: To change communication software in a short period of time without requiring an operation of a communication software server and without moving to the place of a relevant communication terminal. SOLUTION: When a radio name desired to use is selected by a communication terminal 4a and a selection button is clicked, the radio name desired to use is notified from the communication terminal 4a to a management terminal 6. When a communication program name desired to download is indicated from the management terminal 6 to a software radio apparatus 1, the software radio apparatus 1 downloads the desired communication software from a communication software server 3. The software radio apparatus 1 completes downloading and notifies the management terminal 6 of the completion of preparation of a relevant radio function. When the management terminal 6 transmits a terminal information file 6c to the communication terminal 4a, the communication terminal 4a activates a communication terminal program described in the terminal information file 6c and starts communicating with the software radio apparatus 1.
