PROBLEM TO BE SOLVED: To enhance assembling workability of a rolling element relative to a roller member without being influenced by an outer diameter tolerance of the rolling element and an inner diameter tolerance of the roller member. SOLUTION: After the whole number of rolling elements 28 except for the final one element are arranged to an annular shape along an inner diameter part 40 of the roller member 30, the final one rolling element 28a is inserted into a gap 69 of the rolling elements 28 arranged to the annular shape along an axis direction of the inner diameter part from an opposite side to a flange part 42 formed at one side end of the roller member 30. Further, a circlip is attached to one side end of the inner diameter part 40 at an opposite side to the flange part 42 through an annular groove 44 and the rolling element 28 is retained between the flange part 42 and the circlip in the key stone state.
