The system has two mesh barriers (1, 2) provided on a bottom part (3) of a control barrier. One of the barriers is formed in a low level water marking area (5), and the other barrier is formed in a buffer zone, where the buffer zone is formed between the low level water marking area and a high tide line (4). The tide line is formed between the barriers. A managing zone (6) manages fuel oil in a ground. Height of the former barrier is below the tide line. Height of the latter barrier is above the tide line.
