PROBLEM TO BE SOLVED: To realize a plasma display panel of which discharge property is excellent an stable and in which display property of the image is superior. SOLUTION: This is a plasma display panel in which a dielectric layer 5 is formed so as to cover a scanning electrode 3 and a sustaining electrode 4 formed on a substrate (front glass substrate 2) and a protection layer 6 is formed on this dielectric layer 5. This protection layer 6 includes MgO and at least one element selected from Si, Ge, C, Sn, and at least one element selected from elements in the 4th group, 5th group, 6th group, and 7th group of the periodic table.
