PROBLEM TO BE SOLVED: To provide a quantum cipher communication system which can distribute the common key of a quantum cipher even to a remote base station exceeding 100 km for which a direct generation of a common key of the quantum cipher has been impossible. SOLUTION: The common key K1 of a quantum cipher is generated by a protocol of the quantum cipher between a base station 1 and a base station 2, and the common key K2 of the quantum cipher is generated between the base station 2 and a base station 3. The base station 2 encrypts the common key K1 itself of the quantum by using the common key K2 of the quantum cipher, and transmits a Vernam cipher text 201 to the base station 3. The Vernam cipher text 201 transmitted from the base station 2 is decoded by using the common key K2 of the quantum cipher at the base station 3 to obtain the common key K1 of the quantum cipher.
