A silencer capable of realizing reliable noise prevention while realizing production cost reduction and assembly simplification; and a water supply device having this silencer effect. A silencer (2) connected to a jet pipe (1) which allows water passing through an interior water supply passage (1a) to deliver into stored water (W). It includes a cylindrical sleeve (4) downwardly connected to the upstream side of the jet pipe (1) and internally having a water flow passage (4a) communicating with the water supply passage (1a), and a housing (3) water-tightly connected to the upstream side of the jet pipe (1) and to the upper portion of the sleeve (4) and also water-tightly connected to the downstream side of the jet pipe (1) while surrounding the lower portion of the sleeve (4), and making it possible for the air in the jet pipe (1) to be stored in the interior which is outside the sleeve (4). A vent hole (4b) is formed through the upper portion of the sleeve (4) to communicate the water flow passage (4a) with the interior of the housing (3).
