PROBLEM TO BE SOLVED: To provide a heater panel A for electric floor heating incorporating a wire heater 54 or a surface heater on a rear face side of a wooden basic member 50, capable of ensuring both of high thermal insulation performance and high sound isolation performance without worsening sense of walking, and enabling direct bonding construction onto a concrete slab. SOLUTION: In this heater panel A for electric floor heating incorporating the wire heater or the surface heater as a heat generation body on the rear face side of the wooden basic member, a backer material 60 composed of two layers including the nonwoven fabric layer 61 functioning as a cushioning material and a resin body layer 62 functioning as a thermal insulation layer is laminated on a rear face of the wooden basic member 50. Even if this backer material is directly bonded onto the concrete slab, heat radiation onto a concrete slab side is suppressed because the resin body layer 62 exists, and temperature rise characteristic and temperature characteristic when the heater carries current are improved.
