PROBLEM TO BE SOLVED: To provide a hood lifting device capable of suppressing the opening speed and a shock when a hood has reached the maximum degree of opening. SOLUTION: The hood lifting device is arranged so that the operating force when the hood of a bonnet vehicle is to be spread forward is assisted by a torsion restoring force of a torsion bar 10, in which the neutral position where the torsion restoring force of the torsion bar 10 nullifies when the hood is spread forward, is set near the neutral position B where the hood is balanced in the upset condition.
