PROBLEM TO BE SOLVED: To provide an exfoliation preventive anchor easy in work for preventing exfoliation of a surface layer part piece, easily confirming a state after the work, strong against water leakage, performing an extracting test for quality control, and applying no large impact to a train even if there is construction failure. SOLUTION: This exfoliation preventive anchor has a shaft part 11 for embedding and fixing a tip part in and to a structure 2, and a support part 12 installed in a base end part of this shaft part 11 by crossing with this part, and having a tip part abutting on or approaching the surface layer part piece 4. The shaft part 11 has a male screw part 13 in the base end part, and has a diametrally expansive part 16 in the tip part. The diametrally expansive part 16 is diametrally expanded, and fixed to a prepared hole 2a, by rotating by threadedly engaging a nut 15 with the male screw part 13, by inserting the tip part of the shaft part 11 into the prepared hole 2a formed in the structure 2. Thus, since exfoliation of the surface layer part piece can be prevented by the support part 12, the work for preventing the exfoliation of the surface layer part piece is facilitated.
